Yes you have use of any of the stations. This system will be linked to V-O factory so you might want to start there and eventually we can put the jump bridge up :)

Yes it is only 1 isk normally, we have it set high atm to stop hostiles renewing office, On 21st May new office becomes available which you can have. Has your corp read the mails about monthly tax and paid it?
